17th ASEAN Summit focus on enhancing community building

HANOI, Oct. 26 (Xinhua) -- The 17th ASEAN Summit, scheduled to take place here on Oct. 28-30, will focus on the contents of building the community and implementing the ASEAN Charter, external relations and key role of the body, sustainable development and coping with global challenges, ASEAN Summit spokesman Tran Ngoc An said here on Tuesday.

In a news briefing at the International Media Center after Tuesday's closed-door meeting of ASEAN Senior Official Meeting, An said ASEAN Senior Officials also discussed and finalized the draft outcome documents to be submitted to ASEAN leaders and Ministers for adoption.

"There are seven Chairman's Statements and 30 other important documents altogether expected to be adopted at the Summit," An said

Meanhwhile, Dao Viet Trung, Vietnam's deputy minister of foreign affairs said the summit will focus discussions on topics such as accelerating the building of the ASEAN Community and implementation of the ASEAN Charter, the development of diplomatic relations and ASEAN's centrality, and sustainable development to deal with global challenges.

Trung said all preparations have been completed and that Vietnam will make every effort to ensure security for the summit.

Trung, who is also Secretary General of the National Committee for ASEAN 2010, said that this is the second phase of ASEAN Summit in 2010 hosted by Vietnam as the Chair of ASEAN.

The summit is expected to adopt the Chairman's Statement on the result of the 17th ASEAN Summit and other related events.

ASEAN leaders will approve a master plan on ASEAN connectivity, a declaration on human resource development and skills for economic recovery and sustainable development, the Hanoi declaration on increasing social welfare and women and children's development. They are the two important documents that were proposed by Vietnam and have won support from other ASEAN nations.

The leaders of the 10 ASEAN member countries will discuss a new master plan for enhancing ties and building new infrastructure that would allow the group to compete with rising economies. The leaders will discuss the Master Plan of ASEAN Connectivity, which will anchor the region's bold and long-term strategy to improve the region's physical, institutional and people-to-people connection.

The master plan proposes strategies to boost road, rail, shipping, air and network between ASEAN members to reduce economic disparities in the Southeast Asia. ASEAN plans to build 42 new seaports in the regions. In addition to ASEAN state and government leaders, the Summit will be attended by leaders of ASEAN's eight partners including China, Japan, South Korea, India, Russia, Australia, New Zealand, and the United Nations.

Apart from the 17th ASEAN Summit, there was the annual ASEAN+1 Summit between ASEAN and its partners and the second ASEAN-Russia Summit, the ASEAN-Australia Summit, the ASEAN-New Zealand Commemorative Summit, the third ASEAN-UN Summit, the ASEAN+3 Summit (ASEAN plus China, Japan and South Korea), the fifth East Asia Summit, the second summit meeting between Japan and the Mekong region countries and the ASEAN Business and Investment Summit.

ASEAN and its partners will adopt a number of important documents, including the ASEAN-China leaders' statement on sustainable development, the joint declaration of the ASEAN-South Korea strategic partnership for peace and prosperity, the Hanoi declaration on the 5th anniversary of East Asia Summit and action plans for the 2011-2015 period.
