BEIJING, Nov. 22 (Xinhua) -- China has proactively participated in international negotiations and made positive contributions to addressing climate change, according to a white paper on climate change released Tuesday by the State Council Information Office.

China adheres to the mechanism defined in the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, gives active play to international climate change negotiations within the UN framework while sticking to the principle of "common but differentiated responsibility," said the white paper.

China attended the United Nations climate change talks in Bali of Indonesia in 2007 and made a substantial contribution to the development of the Bali Road Map.

It also participated in the Copenhagen Climate Change Conference in 2009, played a key role in breaking the negotiation deadlock, and took an active part in the negotiations and consultations at the Cancun Conference in 2010, the white paper noted.

The white paper also said China is promoting negotiations with exchanges of high-level visits and important meetings, proactively participating in relevant international processes on climate change talks, and strengthening consultation and dialogues with various countries.
