Association for Economic Cooperation and Trade Promotion Between Yunnan and Southeast and South Asia (ECTPA in short)(hereafter called the Assocation) is a non-profit organization established with the approvals of the Yunnan Development and Reforms Commission and the Yunnan Civil Affairs Department. It is composed of leaders at all levels, entrepreneurs, experts, scholars, leading public figures and associations, all of whom are dedicated to promoting the construction of China-ASEAN Free Trade Zone and advocating Yunnan Province and other regions to jointly participate in the economic and trade cooperation and promoting culture exchanges between China and Southeast and South Asian countries. The governing department of the Assocation is the Yunnan Development and Reform Commission. The Association was formally founded on June 12, 2009. It is located in Kunming City, Yunnan Province, China.
The aim of the Assocation is to “connect the domestic units with Southeast and South Asia, advance regional bilateral and multilateral cooperation and promote mutually beneficial development on the basis of the advantageous geographical position of Yunnan Province”. With the Scientific Outlook on Development as guidelines and under the requirements of “strengthening the neighborhood friendship and pragmatic cooperation with peripheral countries, positively launching regional cooperation and jointly creating a peaceful, stable, equal, mutual trust and a win-win regional environment,” along with “implementing the strategy of a free trade area and intensifying bilateral and multilateral economic and trade cooperation” raised by the 17th National Congress of CPC, the Association will fully take advantage of the geographic location of our province which finds us as a neighbor to Southeast and South Asia. Meanwhile, the Association will firmly carry out and implement the strategic goal of the establishment of an international gateway to Southeast and South Asia put forward by the Yunnan Committee and Yunnan Government, and will actively participate in the construction of China-ASEAN Free Trade Zone, along with furthering progress in bilateral and multilateral cooperation and mutually beneficial development efforts.
Adhering to the principle of “serving government, enterprises and society” and positively implementing the “Going Out” development policy, the Association will work to provide domestic enterprises and especially member enterprises with consultation services concerning industrial policies, projectinformation, and relavent laws and regulations of Southeast and South Asia countries. It will help enterprises to develop market share, capitalize on business opportunities, and enforce cooperation with Southeast and South Asia. The Association will also function as a bridge to help enterprises solve problems in fundraising, technology importation, and investment, while creating a platform for member units to strengthen non-governmental economic and trade cooperation and culture exchanges by organizing visits and holding both trade exhibition fairs and products exhibition fairs. The Association will fulfill the tasks assigned by the government, which will accelerate the regional socio-economic development and culture exchanges, strengthen the cooperation between leaders at all levels and enterpreneurs, as well as among enterpreneurs, between inter-provincial parties and outside parties, and between domestic and foreign bodies, which will lead to a strong mutual foundation for opening up. Together, we will build a regional cooperative development platform to extend opening up and realize Southeast-and-South-Asia-oriented development at a high standard and with broad, multi-level influence. Let’s work hard to further the development of the regional socio-economic growth and cultural prosperity.
H.E. Gu Xiulian, former Vice-Chairperson of the Standing Committee of the National People’s Congress, and President of China-ASEAN Association has been invited as the Chief Adviser for the Association. Leaders from related ministries and provincial committees and governments have been invited as honorary chairpersons or vice honorary chairpersons. Mr. Mi Dongshen, the Director General of Yunnan Provincial Development and Reform Commission and other 38 Director Generals from Yunnan departments and bureaus have been consultants for the Association. Mr. Yang Baojian, Vice Chairperson of the Standing Committee of Yunnan Provincial People’s Congress and experts in various fields comprise the consultant committee of the Association. The Association has also invited six Consul- generals in Kunming from neighboring countries to act as foreign advisers.
On June 12, 2009, the first member representatives meeting was held at the International Meeting Hall of the National High and New Technology and Industry Development Zone in Kunming. At this meeting, Mr. Niu Shaoyao, the former Executive Vice-chairperson of the Standing Committee of Yunnan Provincial People’s Congress, was elected as Chairperson of the Association. Mrs. Wang Yiming, the former Vice-chairperson of the Standing Committee of Yunnan Provincial People’s Congress, was elected as Executive Chairperson of the Association. This meeting also selected the vice chairperson and sectretary general of the Association and other working group members. The meeting passed the Chapter of the Assocation as well.
